Minutes from the Cemetery Committee Meeting

Bardney Pavilion Monday 29th January 2024 at 2pm

No members of the public were present.

 

Meeting commenced at 2pm 

The Chair welcomed everyone to the meeting. 

 

AGENDA

           

283-23/24        To receive apologies for absence.

 

To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting in accordance with Local Gov. Act 1972, Sch 12, para 40. 

No apologies, all present.
 

284-23/24        Declarations of Interests 

To receive any declarations of interest under the Localism Act 2011 being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation. Cllr Lintin Declared his Interest as a member of the Cemetery Voluntary Group.

 

285-23/24        To approve as a correct record the notes of the meeting held on 24th August 2023 and to authorise the Chairman to sign the official minutes.  Approved and signed by Chair.

 

Chairs report  -  Chair advised the Committee that himself, Cllr Lintin and a volunteer from the public managed to reduce the height of the hedge at the back of the cemetery. However, because of the weather they have not had time to clear this, they will get this done as soon as possible.

It was agreed that the Cemetery volunteer group can carry out works in the cemetery.

 

286-23/24          Discussed the purchase of self-propelled mower with grass collector. Cllr Hutchinson felt this should be deferred as the Council have decided to go out to tender. Chair suggested it would not just be used for the Cemetery, but also for the Church Yard and around the village.  It was previously agreed to spend up to £1000 on a new mower. Chair suggested to gather some quotes for the next meeting. Typical model of mower would be an 18”, 4 wheeled, self-propelled, grass collecting mower.

Discussion was held regarding the purchase of a self-propelled mower for the Handyman to use in the Cemetery, Church Yard and around the village.  Cllr Fleetwood advised that if the Cemetery Committee feel they want to go ahead with the purchase of a mower as it is a financial item so would need full council approval. Proposed to take to council by Cllr Papworth seconded by Cllr Hutchinson, approved.  Grass cutting agreement was discussed at length, Cllr Fleetwood advised this will be addressed at the Full Council Meeting 29th January 2024 7pm that evening.

 

287-23/24        Review charges for burial plots and administration.  After discussions and investigating various council’s burial/cremation prices in the area, recommendations to take to full council are:  burial plot costs. It was agreed to increase our burial plot from £300 to £350, a Cremation plot increase from £200 to £250. ERB to increase from £580 to £600, ERB cremation £365 increase to £385. On the general administration memorial permits etc, it was recommended a £10 increase.  It was also recommended for the increases to begin from the 1st April and reviewed on a yearly basis. This was proposed to take to full council by Cllr Hutchinson, seconded by Cllr Lintin, approved. It was suggested by Cllr Fleetwood the Policy Committee needs to review the Cemetery Policy soon to determine policy for burial fees for non-parishioners.
