DRAFT Minutes of a meeting of the Cemetery and Allotment Committee of Bardney Group Parish Council will be at Bardney Village Hall, Bardney on Wednesday 18th February 2026 at 6.00pm.

26-1CA Minute/Note Taker for meeting

 

As the Assistant Clerk and RFO was present she would take the minutes.

 

 

 

26-2CA Election of Chairman

 

RESOLVED to elect Cllr. F. Bates as Chairman of the Cemetery and Allotment Committee for the remainder of the municipal year.

 

26-3CA Election of Vice-Chairman

 

There were no proposals for Vice-Chairman

 

26-4CA Fire Safety Announcement

 

The Chairman will give a fire safety announcement.

 

 

26-5CA Apologies for Absence

 

RESOLVED to receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting, in accordance with Local Gov. Act 1972, Sch 12, para 40 from:

 

  • Cllr. B. Percival – family reasons
  • Yvonne Colverson (Clerk)

 

26-6CA Declarations of Interests.
 

RESOLVED to note that there was a declaration of interest and to consider dispensation applications in relation to Disclosable Pecuniary Interests

 

  • Cllr. B. Lintin as a member of the Cemetery Improvement Group.

 

26-7CA Exclusion of Press and Public

 

There were no items deemed necessary to put into private session in this meeting.

 

 

26-8CA Allotments

 

RESOLVED that Members were asked to consider and make any decisions on the following:

 

  • Plot Inspections – some inspections had been carried out, and it was now known which plots would become vacant as of 31st March 2026. Some had already reallocated and other were expected to be filled.

 

  • Updating the Allotment Agreements – it was essential that the agreements were current and reflected the allotment status.

 

  • Increasing the Allotment Fees – this item would go to the next meeting of Council, noting that Allotment Holders had to be given a years’ notice of any fee increase. This therefore meant there can be no increase until April 2027.

 

The current fee is £35 plus £5 for water. Refunds on plots were not normally paid.

 

  • Any other relevant matter

 

  1. Notices were to be put onto the noticeboards to try and fill the empty allotments.
  2. There had been a complaint rats on the allotments. Members agreed with the Assistant Clerk and RFO that the responsibility to remove vermin lay with the plot holder not the Parish Council. She had told the tenant this, but they were adamant it was the Councils. There are rules around the disposal of vermin which the tenant would need to comply with.
  3. There had been a complaint about the lack of grass cutting in the cemetery. The Assistant Clerk and RFO had told the resident that the grass would start to be cut in the spring as usual as part of the usual contract which ran from April to October, but the resident felt it should be done now.
  4. Councillors cannot use their own equipment on Council land as there would be insurance and SORN issues.
  5. A tenant had asked about putting a pipe down the footpath from the tap to enable a tap to be placed at the edge of their plot. The Committee agreed that this should not be permitted.

 

Grass cutting – the Council needed to consider how the grass cutting would be carried out in the village going forward.

 

26-9CA Cemetery

 

RESOLVED that Members were asked to consider and make decisions on the following:

 

  • Interments – Cllr. Fleetwood said that the paperwork for the cemetery was not up to date and he was looking into it.

 

The Assistant Clerk reported that the Parish Clerk had found the paperwork and online information contradictory and not up to date when she came into post. She was in the process of tidying everything up, but this would not be completed for council now.

 

  • Tree works – update on the tree which came down in the storm. The Parish Clerk had passed all the information to the precious Chairman who was taking the work forward and nothing further had been heard.

 

For safety reasons the big tree needed to be taped off.

 

  • Any environmental enhancements to the cemetery

 

  1. Hedge cutting needed doing – who is going to carry it out? Quotes were needed to be obtained.
  2. The path at the back of the cemetery needs attention.
  3. There is a semi-mature tree of a similar variety to the one branch has fallen off which needs some works.

 

  • Repairs and painting of the Lytchgate – Councillors would look at this and report back to the next meeting. A contractor would be invited to come and have a look at it in terms of what repairs need doing and what painting is needed.

 

  • Grass cutting and maintenance of the site – the current contractor would be asked to carry out additional work on a regular basis, although it was noted that the contractor already did some areas within the remit of the handyman. An updated enhanced contract be sought to include St. Oswalds Field.

 

  • Any other relevant matter

 

  1. Two new water butts would be purchased to go by the Lytchgate – currently one was old and the other had been stolen from the cemetery.

 

26-10CA Other matters relating to the remit of this Committee

 

RESOLVED to note the following:

 

  • Portacabin removal – the school hoped to have this removed very soon.

 

  • Update on the water pipe inspection and replacement – Cllr. Bates and Cllr. Lintin would look at and inspect the necessary work with regard to the pipes which the Council were aware was not of a legal depth and report back to the next meeting.
