Minutes from the Extraordinary Meeting of the Parish Council on Thursday 5th September 2019 Held at the Meeting Room, Bardney Fire Station, Alma Martin Way, Bardney, Lincoln LN3 5UA

Cllr Webb gave an explanation for the reason behind calling an extraordinary meeting.  He felt there were matters outstanding from the last Full Council Meeting which needed to be discussed in greater detail.  As there were now more Councillors on the Council, this allowed more time for discussion.  

Proposal To suspend standing orders of the 2 hour limitation of meetings.

PROPOSED Cllr Webb, SECONDED Cllr Speed, carried UNANIMOUSLY

56-2019/20 To discuss and approve proposals following meeting with Cllr Richard Davies on 09.07.19 including Traffic Restriction Orders for;

Cllr J Zubic gave a brief outline of the meeting with the Highways department.  A copy of the minutes from this meeting were given beforehand to Cllrs in their meeting pack.  Discussion followed regarding the recommendations from the Highways Department to ease the problems experienced in the following areas in the village.

  1. Harvey Kent Gardens – no proposals made at the meeting.
  2. Station Road - Proposal- to accept recommendations put forward by the Highways department in the meeting held on 9th July 2019.

PROPOSED Cllr Webb, SECONDED Cllr Darby. AGAINST Cllr Waddington, the remaining Cllrs voted in FAVOUR of the proposal.

At a later point in the meeting, Cllr Waddington wished to be noted that he now supported the proposal.

  1. Horncastle Rd - Proposal- to accept recommendations put forward by the Highways department in the meeting held on 9th July 2019.

PROPOSED by Cllr Darby, SECONDED by Cllr Speed, carried UNANIMOUSLY

57-2019/20 Cemetery plan.  To resolve to adopt the proposal by Cllr Malcolm Speed.;

  1.   Remove the Ivy hedge at the front next to Horncastle Road
    ii)    Remove the railings adjacent to the bowling green.
    iii)   Remove the railings adjacent the allotments.
    iv)   Re-site the removed railings along the front of the cemetery, next to Horncastle Road
    v)    Install wooden slat post and rail fencing along the edge next to the bowling green.
    vi)   Install wooden slat post and rail fencing along the edge next to the allotments.
    vii)  Plant bare root hazel hedging alongside the post and rail fencing next to the bowling green.
    viii) Plant bare root hazel hedging alongside the post and rail fencing next to the allotments.

Cllrs discussed the Cemetery plan in detail.

PROPOSED Cllr Speed, SECONDED Cllr Darby, Cllr Cluett voted AGAINST the proposal because of the removal of an established hedge.  The remaining Cllrs voted in FAVOUR.

58-2019/20 Allotment plan. To resolve to adopt the proposal by Cllr Luke Cluett. Dispensation requests were made by Cllrs Darby, Clee, Cluett and Corbould.  These were accepted and agreed on UNANIMOUSLY.

  1. Create separate identities allotment and community land.
  2. Allotment land to remain unchanged.
  3. Approve creation of woodland and wild meadow walkway.
  4. Re-position gates for H&S and fill the gap with wooden fencing.
  5. Create a grass car park and edge with hedging
  6. Link water to mobile unit and dig soak away.

The Allotment plan put forward by Cllr Cluett was discussed in detail.

PROPOSED by Cllr Cluett, SECONDED by Cllr Darby, carried UNANIMOUSLY

59-2019/20 Councillor/Employee Protocol Policy

Cllr S Zubic informed Cllrs the reasoning behind the need for a Councillor/Employee protocol.

PROPOSAL to accept the Councillor/Employee protocol.

PROPOSED by Cllr S Zubic, SECONDED by Cllr Webb, carried UNANIMOUSLY
