Minutes of the Health and Safety Committee of Bardney Group Parish Council held in the Parish Office, Silver Street, Bardney on Tuesday 27 August 2024.

Eddie Findlay (Clerk/RFO) to the Parish Council

No member of the public was in attendance.

At 5:30 pm, as there were no members of the public present the Chair declared the meeting open at 5:30pm.

Election of a Chair to the Health and Safety Committee.
Cllr Darby proposed Cllr Linton to act as Committee Chair, for this meeting only, seconded by Cllr Bates.

There were no other nominations and Cllr Linton was willing to act as Chair, for this meeting only.

Action:  The Committee RESOLVED to approve Cllr Lane to act as Health and Safety Committee Chair for the civic year.

Approved unanimously.

Apologies for Absence.
All Committee Councillors were present.

Declarations of Interest.
To receive declarations of interest and to consider dispensation applications in relation to Disclosable Pecuniary Interests.

No declarations were made at this time.

Review the current Committee Terms of Reference.
The Committee had no access to any health and safety records and would seek clarification on this point, if it meant just an Accident Reporting book or other records, such as COSSH cabinet and records.
Action:  The Committee RESOLVED to recommend to Council that the Policy and Process Committee review, amended and present an update version of the Council Health and Safety Policy and that they accept an extension for them to review the H&S procedures and records from 3 to 6 months.
Proposed by Cllr Linton, seconded by Cllr Darby and approved unanimously.

Consider items to be included in a budget for 2025/2026.
Training, such as, COSSH, Working at Height etc., was the only perceived outgoing at present, unless a new COSSH cabinet was required.
Action:  The Committee RESOLVED to recommend to Council that consider using part of the already agreed training budget for H&S training for the current FY and further H&S training be included in subsequent allocation of funds in coming years.

Current Risk Assessments to be reviewed, collated and amended where applicable.
There were number Risk Assessments downloaded from Google drive which will need further review, but the contractors that work in the Cemetery should be requested to provide theirs for the work they undertake in the Council Cemetery.
The two upcoming events Remembrance Sunday and Christmas Market/Lights Switch On will require RA’s.
Action:  The Committee RESOLVED to defer this item to allow for a fuller review to be carried out but would request sight of ones from the two contractors engaged by the Council to undertake work in the Cemetery.
Proposed by Cllr Darby, seconded by Cllr Linton and approved unanimously.

Consider Handyman accommodation improvements.

Concern was raised about the water, potentially consumed at the site as the source from the Cemetery was ‘not potable’.  The Clerk would check that he brings drinking water in.
With the portacabin now not in use as the Parish Office, it was discussed that rather than sell it on, it is utilised by the Handyman as a ‘clean’ rest area and admin office and his current cabin is used as a workshop, only.
Action:  The Committee RESOLVED to recommend to Council that the old Parish Office portacabin be re-configured as a ‘clean’ rest room, Handyman admin office and store area (Christmas lights etc.) and the current Handyman unit is turned into a workshop ‘dirty’ area.
Proposed by Cllr Darby, seconded by Cllr Bates and approved unanimously.

The Chair closed the meeting at 6:40 pm.
