16-2022/23 Apologies for Absence i.a.w Local Govt Act 1972, Sch 12, para 40. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.
Apologies for absence received from Cllr Speed and Cllr Corbould. Apologies also from Cllr Shaw for being delayed and will be arriving late to the meeting.
17-2022/23 To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Member’s Register of Interests.

18-2022/23 To receive and consider any dispensation requests on agenda items and decide whether they are to be granted.
None received.
19-2022/23 To approve as a correct record the notes of the meeting held on 19th May 2022 and to authorise the Chairman to sign the official minutes.

20-2022/23 To receive the report from the Chairman
Platinum Jubilee Success
The Chairman noted that the Platinum Jubilee Weekend was a great success and wished to thank Cllr Bates and Cllr Waddington for their assistance at the events. Thanks was also given to Anna as Parish Clerk and Laura as Admin Assistant for the preparation and great amount of work that went in to promoting and organising the Jubilee events, as well as their attendance and support on the day.
The Chairman also wished to thank the Lincolnshire Co-op for generous food vouchers that we were able to distribute among the villages to utilise for the weekend’s events.
Additional appreciation and thanks was given to John our Handyman, who had worked very hard to give visitors a great impression of both the Village Green and St Oswald’s Park.
The Chairman concluded by thanking all the villages, groups and organisers for the great achievement of a very successful Jubilee weekend.
St Oswald’s Feast Day
The Chairman noted that the August 7th Event for St Oswald’s Feast Day will soon be rushing towards us and that we would utilise all the good work from the Jubilee in preparation for our next big event.
21-2022/23 To receive update on actions arisen at the 19th May 2022 meeting and report from the Clerk to the Council.
Clerks report as follows:
I would like to re-iterate my thanks to everyone involved with organising and assisting with the Platinum Jubilee events, especially to Laura and the Chairman. It was fantastic that so many different groups within our village and communities all came together to create events to celebrate the Jubilee. BGPC worked with the different groups to provide support (and access funding) as well as promotion for the whole four days and it was acknowledged by all that join working is the way forward in the future. Several other events were proposed and supported, however they were unable to take place due to various reasons. The reason for the gratitude towards Laura and the Chairman, is for the amount of time that was required to make the events a reality. The events themselves belied the amount of preparation and liaison which had gone on behind the scenes. From Risk Assessments, printing, magazine design, loo hire, venue layouts, grass cutting, signage, organising waste disposal and ultimately making sure that our insurance covered everything, was a huge task, especially as all other agencies were busy due to the volume of events taking place on the same weekend.
We are now focusing on organising the St Oswald’s Feast Day, which is straight forward when compared to the Platinum Jubilee events.
The spoil heap area in the Cemetery has been completed this week and cost less than originally predicted. This area should prevent fly tipping and other activities whilst creating additional parking areas for events.
The Catholic Church has verbally advised that the price that they are asking for the building and grounds is circa £100k. Unfortunately there is no grant funding available which would cover the purchase and renovation of the site as it has no mains facilities. The only option available to BGPC would be for a Public Works Loan and the necessary referendum.
The footpath between the Southrey road and Southrey wood has not been cut again by the LCC contractors. It has now missed the March and June cut, which is not acceptable, however there are now badger sets along the route which
There has been a theft of plants from the planters outside the Lychgate and also a bollard which had been placed over a broken drain cover. This was seen being removed by a middle aged female driving a white 4 x 4 on Tuesday evening at 9.30pm.
The ride on lawn mower is starting to show its age (12 years) and the parts which have the most wear and tear are starting to go more.

22-2022/23 Planning matters. To note any approved applications received and to consider any planning applications and decide any comments that the Council wishes to make.
No new planning applications have been submitted in the last month, therefore no comments to make.
24-2022/23 To consider options for the design and position of bench or benches in Southrey
Two options were presented to councillors, to purchase two of a basic design which has no maintenance requirements or purchase one of an ornate design which would be more expensive and could require greater upkeep or have potential risk of vandalism.
Cllr Darby proposed to initially purchase one basic bench to place in Southrey near the Bus Stop to use and test the response from residents before purchasing a second one.

Cllr Cluett proposed to purchase two of the basic benches and check the response from residents before placing the second one in a suitable location.

25-2022/23 To consider planter proposal for Cemetery
Due to the absence of Cllr Speed, this item was agreed to be postponed until the next meeting of Bardney Group Parish Council.
26-2022/23 To consider request for new Polytunnel on allotment
This request did not need further consideration as it was no longer required.
27-2022/23 To consider request for funding for Art project
Funding was considered for a local resident/art teacher who is wanting to engage with children in the village through art. The proposed event is hoping to take place at St Lawrence’s Church a few days before St Oswald’s Feast Day Even in August and sponsorship has been requested from various organisations including ourselves. It was agreed to give a £150 donation to show our support for initiatives that have potential to be more than a one off occurrence and will benefit the children of the local area.

28-2022/23 To receive update on action taken in relation to ASB
There has been a lot of ongoing communication between BGPC and the Police over the past few years in relation to these issues. We have also established contact with the new ASB lead at West Lindsey District Council who as a former Police Officer is very knowledgeable and recognises the challenges Bardney and other similar communities face in tackling Anti-Social Behaviour. Things are moving behind the scenes and by strengthening relationships and connections with the authorities, we hope that being proactive with schools and parents and encouraging more police presence will allow headway to be made in the future.
