Minutes of the Annual Meeting of Bardney Group Parish Council to be held on Tuesday 20th May 2025 upon the rise of the Annual Parish Meeting at the Village Hall, Silver Street, Bardney.

1 - 25/26 Fire Safety Announcement

The Chairman gave a fire safety announcement.

 

2 - 25/26 Apologies for Absence

RESOLVED to receive apologies of absence for this meeting from:
 

  • Cllr. K. Laughton – personal reasons
  • Cllr. M. Corbould – personal reasons

 

3 - 25/26 Declarations of Interest

RESOLVED to note that there were no declarations of interest under consideration on this agenda in accordance with the Localism Act 2011 s32 and The Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012.

 

4 – 25/26 Election of Chairman

RESOLVED elect Cllr. K. Laughton as Chairman of Bardney Group Parish Council for the ensuing municipal year.

 

5 – 25/26 Election of Vice-Chairman

RESOLVED to elect Cllr. P. Papworth as Vice-Chairman of Bardney Group Parish Council for the ensuing municipal year.

6 – 25/26 Public Question Time and Participation

A member of the public said it was not acceptable that Councillors did not send their apologies to the meeting. Perhaps the wording on the agenda should be amended to ensure apologies are sent to the Clerk before the meeting.

 

7 – 25/26 Chairman’s Announcements

The Chairman welcomed members to the meeting and thanked everyone for the work they are doing as Councillors and the public for attending. The Chairman acknowledged that the Parish Council should sharpen up their act and keep the residents informed of what they are doing in the community.

 

8 – 25/26 Committee Membership

  • Committee makeup

RESOLVED to confirm the amalgamation of the following committees:

  1. Personnel and Review Committee and Health and Safety Committee
  2. Allotments and Cemetery Committee
  3. Finance and Policy and Procedures Committee

 

  • Members are asked to consider membership of the following committees:

 

  1. Personnel and Review and Health and Safety Committee
  2. Allotment and Cemetery Committee
  3. Finance and Policy and Procedures Committee

RESOLVED that the membership of each of the Committees remain the same as the amalgamations had only had one meeting.

Further RESOLVED that the Locum Parish Clerk circulate the membership of each committee to Members.

 

9 – 25/26 Representation of Outside Bodies

RESOLVED to nominate the following Members as representatives to the following:

  • Bardney Village Hall – Cllr. J. Papworth
  • Peter Hancock Trust – Cllr. R. Lane and Cllr. I. Woodfield

 

10 – 25/26 Adoption of Council Policies

Members were asked to adopt the following documents:

  • Standing Orders

 

  1. to defer the adoption of the Standing Orders until the June meeting as NALC had circulated a new updated template the day before the meeting.              2

 

  • Financial Regulations

 

  1. to defer the adoption of the Financial Regulations as it was not the most up to date adopted version which was circulated to Members before the meeting.
