Draft Minutes from the Annual Meeting of the Parish Council for Bardney Group Parish Council on Thursday 6th May 2021 in accordance with The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020, the meeting will take place remotely using the Zoom platform

1-2021/22  Election of Chair. To elect the Chair of the Council for the forthcoming year 2021-2022. To receive the Chair’s Declaration of Acceptance of Office.

Cllr Speed nominated Cllr Webb.  No other nominations received.

PROPOSED Cllr Speed, SECONDED Cllr Darby, Cllr Webb ABSTAINED, remaining Councillors voted in FAVOUR.

2-2021/22  Election of Vice-Chair. To elect the Vice-Chair of the Council for the forthcoming year 2021-20122. To receive the Vice-Chair’s Declaration of Acceptance of Office.

Cllr Speed nominated Cllr Darby.  No other nominations received.

PROPOSED Cllr Speed, SECONDED Cllr Papworth,Cllr Darby ABSTAINED, remaining Councillors voted in FAVOUR           

3-2021/22  Apologies for Absence. To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.

Cllr Corbould sent her apologies as she was having problems accessing Zoom.

4-2021/22  To receive a report from the Chairman.

Central Lincolnshire Local Plan

Clerk to forward a copy of the plan to all Councillors.

5-2021/22  To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Member’s Register of Interests.

Cllr Webb declared an interest in a planning application referred to by the Clerk.

6-2021/22  To receive and consider any dispensation requests on agenda items and decide whether they are to be granted.

None received

7-2021/22  To approve as a correct record the notes of the meeting held on 22nd April 2021 and to authorise the Chair to sign the official minutes.

 Due to the expiry of Zoom time, meeting stopped at 7.25pm and began again at 7.28pm.

8-2021/22  To agree the dates of Parish Council & Council Committee meetings for 2021-2022. Dates proposed are the third Thursday of every month with the exception of August and December; 24th June 2021; 22nd July 2021; 16th September 2021; 21st October 2021; 18th November 2021; 20th January 2022; 17th February 2022; 17th March 2022; 21st April 2022; 19th May 2022.

This item was deferred to the next meeting in June so all Councillors could be present.

10-2021/22  To receive and consider a report from the Clerk to the Council on any outstanding matters and correspondence received since the meeting of 22nd April 2021.

Litter Picks

The litter pick in Stainfield went well with residents taking part, six bags of kerbside rubbish were removed.  However, the same cannot be said about Southrey where no residents arrived, which is disappointing as we have received complaints about the area and have tried to address them.

Community Support

Last month BGPC took 6 elderly residents for their second COVID vaccination at Louth Hospital. This initiative was carried out in conjunction with Bardney Surgery and many thanks go to all who took part.

Planning

A planning application has been received for Home from Home Care on Station Rd.  The application is for 3m high fencing around the outside of six properties.  It has already been responded to stating that the map showing adjacent properties is not correct.  However, I would like the council’s permission to respond with an objection as the fencing stated would create six Secure Units.  Secure Units require a change of use and have different conditions.

In addition to the above BGPC have discovered that the revised version of the Central Lincolnshire Local Plan is being considered and the call for land has brought forward the opportunity for 1738 new properties to be built in Bardney over the next 10 years and a further 9 in Southrey.  It must be noted that this is in addition to the current applications and grants.

Change in legislation regarding Parish Council meetings

Following the announcement on Wednesday 28th April, face to face meetings must resume from tomorrow and any decision made by Zoom will be invalid.  Please be aware that other Parish Councils in the area do not appear to be adhering to this however, the action of BGPC is correct.  Therefore, in order to comply with COVID legislation and public meeting indoors, the next meeting will be on Thursday 24th June.

11-2021/22  Financial matters:

  1. To approve the bank reconciliation statement for April 2021.

  1. To ratify payments of accounts, salaries, BACS payments & payments already made.

  1. To approve signatories for bank accounts.

Cllr Webb, Cllr Darby, Cllr Speed and Chair of Personnel and Review Committee to be added when appointed.

  1. To ensure compliance with external audit requirements:

No external auditor comments made.  Voting not required.

  1. To consider the Accounting Statements by the members meeting as a whole;

Clerk read out Statements, these were agreed by the meeting.

  1. To approve the Accounting Statements by resolution; and
  2. To ensure the Accounting Statements are signed and dated by the person presiding at the meeting at which that approval is given.
