Minutes of the Cemetery Committee Meeting of Bardney Group Parish Council held at The Parish Office, Silver Street, on Thursday 06 June 2024.

Present:

In attendance:

Mr Eddie Findlay, Clerk to Bardney Group Parish Council

No members of the public were in attendance.

The meeting was declared open at 1:00pm.

19-24/25

Election of Committee Chair.

To elect the Chair of the Cemetery Committee for the forthcoming civic year 2024-2025.

Cllr _Linton proposed Cllr Papworth to act as Committee Chair for the forthcoming civic year 2024-2025.  Cllr Hutchinson seconded the proposal.

There were no other nominations.

Action:  The Committee RESOLVED to approve Cllr Papworth to act as Committee Chair for the coming civic year unanimously.

To receive apologies for absence and reasons given, i.a.w. Local Government Act 1972, Sch 12, para 40.
Cllr Hill was unable to attend and her absence was noted.

To receive declarations of interest and to consider dispensation applications in relation to Disclosable Pecuniary Interests.
None were declared at this time.

:  The Committee RESOLVED to approve the notes of the Cemetery Committee Meeting held on Monday 29 January 2024.
Proposed by Cllr _Papworth, seconded by Cllr Linton and approved unanimously.

Receive updates from the Chair from the previous minutes.

  1. Minute ref: 107-23/24 – Work proposals of Bardney Cemetery Improvement Group.

The work listed is still ongoing, as when the Bardney Cemetery Improvement Group have sufficient funds to carry out the improvements.
As yet there had been no Parish Council involvement required to investigate whether living relatives were still local.

 

  1. Minute ref: 108-23/24 – draft report of existing damage update.

As per the previous item, the work listed is still ongoing, as when the Bardney Cemetery Improvement Group have sufficient funds to carry out the improvements.

  1. Minute ref: 109-23/24 – ratify work carried out by Handyman.

As detailed, the Handyman had carried out some minor hedge and tree work, mainly between the Bowls Club and the Cemetery, where it had been covering a small number of graves.

 

  1. Minute ref: 110-23/24 – quote for trimming trees.

It was felt that no quote was required as the work suggested to tidy up the 4 yew trees had previously shaped the trees and he would be instructed to do so again under his normal work programme.

 

  1. Minute ref: 111-23/24 – hedge work between Nissan hut and Cemetery.

The hedge between the Nissan hut and Cemetery had been cut by a contractor on the top, and Cemetery side.  The playing field side was cut by a group of volunteers and the shredding and burning of the cuttings was ongoing.

 

  1. Minute ref:287-23/24 – Cemetery charges.

A review of the charges for burial plots and administration had been discussed and an increase in certain fees had been agreed.  This matter had failed to be presented to Council at the February 2024 meeting to be ratified for 01-Apr-2024.
The recommendations were;

  • Burial plot increase from £300 to £350
  • Cremation plot increase from £200 to £250
  • ERB to increase from £580 to £600
  • ERB cremation £365 increase to £385.
  • Memorial administration permits etc, it was recommended a £10 increase.

It was also suggested that the Cemetery Policy should be reviewed to determine policy for burial fees for non-parishioners.
This matter was to be added to the next full Council agenda.

24-24/25

To resolve to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960, as amended by Section 100 of the Local Government Act 1972 to discuss the following matters.

  1. Consider proposal for an additional exclusive rights of burial be granted to a family.

Action:  The Committee RESOLVED to go into Closed Session in accordance with the Public Bodies (Admissions to Meetings) Act 1960, as amended by Section 100 of the Local Government Act 1972.
Proposed by Cllr Fleetwood, seconded by Cllr Linton and approved unanimously.

This part of the meeting closed 1:20 pm.

The meeting continued in the absence of press and public at 1:20 pm.

 

Confidential Minutes

  1. Consider proposal for an additional exclusive rights of burial be granted to a family.

Action:  The Committee RESOLVED to recommend to Council that Council approve the gifting of an additional Exclusive Rights of Burial to a local family due to unforeseen circumstances.
Proposed by Cllr Fleetwood, seconded by Cllr Hutchinson and approved unanimously.
