DRAFT Minutes from the Personnel & Review Committee Meeting

Bardney Village Hall Tuesday 30th May 2023 at 7pm

Meeting commenced at 7.00pm 


AGENDA

The Chair of the Council welcomed everyone to the meeting and thanked the Admin Assistant for attending at short notice in the absence of the Clerk.

It was noted that the Terms of Reference for the Personnel and Review Committee adopted by BGPC in June 2019 would need to be reviewed again in future to ensure they were up to date with any newer legislation. It was PROPOSED by Cllr Fleetwood, SECONDED by Cllr Darby and RESOLVED to accept the Terms of Reference.  

An audio recording notice was provided to inform that the meeting would be recorded to assist in accurate minute taking.

Public Forum

1.   A question was raised that the Chair of the Council should not be present at a Personnel and Review Committee Meeting or privy to the information discussed unless there is a dispute.  The Chair responded that nothing is written in the Standing Orders or other documentation that prevents the Chair and Vice-Chair attending such matters. 

2.   An update was requested on when a matter raised at the previous meeting regarding the Solicitors letter could be addressed. The Chair of the Council responded that an answer would be provided as soon as possible. 

1.   To Elect a Chairman for the Committee.

It was proposed by Cllr Lane and seconded by Cllr Wright that Cllr Wright be elected as Chair, and it was proposed by Cllr Darby and seconded by Cllr Hare that Cllr Hare be elected as Chair. 

Due to a tie, Councillors Wright and Hare provided a short overview of their past HR experience and suitability for the role. Cllr Hare conceded, and Cllr Wright was ELECTED as Chair of the Personnel and Review Committee. 

2.   To Elect a Vice-Chairman for the Committee.

Cllr Darby proposed Cllr Hare and it was unanimously resolved that Cllr Hare be ELECTED as Vice-Chair of the Personnel and Review Committee. 

3.   Declaration of interest: To record declarations of interest any Member of the Council in respect of the agenda items listed below.

To note dispensations given to any Member of the Council in respect of the Agenda items listed below.

No declarations or dispensations.

TO RESOLVE TO MOVE INTO CLOSED SESSION IN ACCORDANCE WITH THE PUBLIC BODIES (ADMISSION TO MEETINGS) ACT 1960 DUE TO THE CONFIDENTIAL NATURE OF THE BUSINESS TO BE DISCUSSED IN RELATION TO THE FOLLOWING MATTERS:

It was PROPOSED by Cllr Darby, SECONDED by Cllr Lane and RESOLVED to move into closed session.

7.15pm The members of the public left the meeting.
