 Minutes of a meeting of Bardney Group Parish Council

held at Bardney Village Hall, Bardney on Wednesday 19th November at 7.00pm.

The Chairman invited Cllr. Trevor Bridgewood to speak to the meeting. Cllr. Bridgewood stated the following:

  • The completion of the work on The Causeway was delayed as it had been discovered that there was more work needed doing. This was temporary work and more major works were likely to take place in about three years’ time.
  • The County Council had called an extraordinary meeting to consider the devolution agenda. He stated that there may be a single unitary in the existing county or the north and northeast remain as a unitary. This would mean no change to education and adult social care, but other options would see the split of those services. On the 28th November the government will make their decision either accepting the proposal from the existing unitary or make a suggestion of their own.

 

A question was asked about a speeding motorbike in the parish and what had happened about speed watch in the parish. There was no feedback from the speed indicator device. Cllr. Fleetwood said that when he was Chairman there was no one who wanted to participate in speed watch. The PC runs the SID – we can collect the data and decide how we want to benefit from it as a parish. The radar belongs to Bardney. The Parish Clerk was asked to write to the Road Safety Partnership about the parish. Elan City was to be contacted about getting the data off the SID.

 

A resident said that there were free trees available from the Woodland Trust. Members were not sure where they could plant trees, which were often hedgerow whips rather than trees. There was a suggestion that Members gave this some thought and trees would be considered in future years.

 

  75/25/26        Fire Safety Announcement

               

The Chairman gave a fire safety announcement.

 

Thanks, had been sent to the Parish Council saying thank you to the Chairman and fellow Councillors for their fantastic support on Remembrance Sunday.

 

 76/25/26 Apologies for Absence.
 

RESOLVED to note that there were no apologies for absence.

 

77/25/26 Declarations of Interests.


RESOLVED to note that there were no declarations of interest and to consider dispensation applications in relation to Disclosable Pecuniary Interests.

 

78/25/26     Co-Option

 

RESOLVED that the Council considered the co-option of candidate to fill one current council vacancy.

 

Further RESOLVED that Bardney Parish Council co-opt Mollie Brown to the Parish Council. Mollie signed her Declaration of Acceptance of Office.

 

79/25/26   Clerk’s Report

 

RESOLVED to receive a report on actions taken since the meetings held on 15th October 2025:

 

•             The new laptop for the Assistant Clerk has arrived and is in the process of being set up. Linking the two laptops is being investigated.

 

•             Ways in which the Council phone can be more accessible to Councillors and residents is being investigated and is on the agenda of the November Council meeting.

 

•             Worknest have been in contact about setting up the Health and Safety programme following their appointment. Both the Clerk and Assistant Clerk will be meeting with them on Teams in the next couple of weeks to set everything up on line before arranging a visit to the parish to see what help we need, what risk assessments and other health and safety requirements we have.

 

•             The accounts are up to date, and the second draft budget is being presented to council at the November meeting. The final budget and precept will be agreed at the January meeting once the Tax Base is known.

 

•             Sandbags have been purchased for the parish and will be given out to the Community in the case of flooding. No sand has been purchased as Members agreed that they could be filled with anything.

 

•             Both the Clerk and Assistant Clerk have spent a fair amount of time on HR for the Council.

 

•             The Assistant Clerk is working on updating Policies for the Council which will be presented to the Council in tranches from 2026.

 

•             The Clerk and Assistant Clerk speak on average three times per week to ensure that they are both up to date with what is going on and are aware of what each other are doing.

 

•             The Clerk and Assistant Clerk are looking at ways in which to improve communication with the Chairman and Vice-Chairman and where necessary the Chairman of the Staffing Committee. Both do not live in or too near the parish although the Clerk endeavours to come to the parish one day per week.

 

An addition was made in that sandbags had been ordered and received and perhaps that a Flood Team needs to be set up.

 

  80/25/26  Items for consideration and resolution

Council is asked to consider the option of using a Virtual Landline as opposed to the mobile telephone that does need replacing

 

RESOLVED to usual a virtual landline going forward at a cost of £4.50 per month, noting the existing phone contract had already expired.

Council to agree arrangements for the Christmas light switch on event

 

Members considered and made arrangements for the erection of the Christmas lights and other features in the village as well as the switch on event.

 

RESOLVRED that volunteers would put the lights up on the Friday after the meeting from 10 a.m. noting the lights would be turned on the following Sunday at 4 p.m.

To consider how ongoing maintenance will be provided

 

Members considered the ongoing maintenance in the parish and agreed that this would be considered at the meeting of the Cemetery Committee and Allotment Committee meetings.

 

  1. Council is asked to agree dates for Allotment Committee and Cemetery Committee meetings

 

  1. that a meeting of the Allotment Committee and the Cemetery Committee be held on 3rd December 2025 at 7 p.m.

 

Members noted that there were five members on the Committee – Cllr. Fleetwood, Cllr. Bates, Cllr. Percival, Cllr. Clarke and Cllr. Lintin.

 

81/25/26 Finance

 

  1. To receive account balances to 31st October 2025

 

RESOLVED to receive the account balances as at 1 October 2025 as follows:

82/25/26     Items to be included on the next agenda

 

Cllr. Corbould said that the Remembrance Sunday event in Stainfield was a very smooth operation with a wonderful service. She really appreciated the provision of a wreath. There was to be a Grand Draw after the Carol Service in the Village Hall.

 

  • Request for the roadway at the side of the green – legal advice already taken
  • Gate post at Pinfold – mended
  • Tree in the Cemetery – Parish Clerk to update
  • Seat in front of The Angel car park – put the seat back on its legs noting that if needed in the future it may need to be drilled down
  • Children at the school are being asked to paint Mary and Joseph for the crib
  • The building down Ted Hudson Way – new houses being built and the road was to be called Staton Yard
