Agenda and Meeting Notice

Dear Sir/Madam,

I hereby give notice that the next meeting of Bardney Group Parish Council will be the Annual Meeting of the Parish Council, which will be held at Bardney Village Hall, Bardney on Tuesday 21 May 2024 at 7.00pm.

All Members of the Parish Council are summoned to attend for the purpose of considering and resolving upon the business to be transacted at the meeting, as set out hereunder.

Please note that this meeting may be recorded to assist in accurate minute taking.

1-24/25.  Election of Council Chair.
To elect the Chair of the Council for the forthcoming civic year 2024-2025.
Chair to sign Declaration of Acceptance of Office.

2-24/25.  Apologies for Absence.
To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting, in accordance with Local Gov. Act 1972, Sch 12, para 40.

3-24/25.  Declarations of Interests.
To receive declarations of interest and to consider dispensation applications in relation to Disclosable Pecuniary Interests.

4-24/25.  Election of Vice-Chair.
To elect the Vice-Chair of the Council for the forthcoming year 2024-2025.

5-24/25.  Public Participation Item.
Session limited to 15 minutes when members of the public may address the Council on current issues or items that may become future agenda items.  These can be submitted beforehand by emailing the Clerk: clerk@bardneygroup-pc.gov.uk

6-24/25.  Notes of the ordinary meeting held on Tuesday 16 April 2024 to be approved as Minutes.

8-24/25.  Committee Membership for the coming year.
    a.  Consider Councillors to act as Members of the Allotment Committee.
    b.  Consider Councillors to act as Members of the Cemetery Committee.
    c.  Consider Councillors to act as Members of the Personnel and Review Committee.
    d.  Consider Councillors to act as Members of the Policy and Procedures Committee.
    e.  Consider Councillors to act as Members of a new Finance Committee.

9-24/25.  To consider Council representatives on the following external Committees.

10-24/25.  Consider the adoption of the following;
    a.  Standing Orders 2018 (England), updated April 2022.
    b.  Financial Regulations May 2024 (only released by NALC 03-May-2024).

11-24/25.  Financial Matter.
    a.  To consider and approve payments made since the last meeting.
    b.  To consider and approve payments on the May schedule.
    c.  To consider and approve the bank reconciliation for 31 March 2024 and 30 April 2024.
    d.  Receive an update on the AGAR.
    e.  Consider the costs to have the Thule trailer repaired, as used by the handyman.
    f.  Consider the purchase of new office equipment to include; additional monitor, desk chair, wall mounted post box, and sundry stationary items.

No new applications at present.

15-24/25.  St. Oswald’s Field.
Receive an update on designated use of allotment area and St. Oswald’s field.

16-24/25.  Consider a course of action for the D-Day 80th Anniversary Lamp.

17-24/25.  Consider a plan for village Christmas Events/light switch on.

18-24/25.  To resolve to move into closed session in accordance with the public bodies (admission to meetings) act 1960 due to the confidential nature of the business to be discussed in relation to the following matters:
    a.  Consider the recommendation from the Personnel and Review Committee with regard to staffing matters.
